With the latest Beta I have the problem that rudder doesnt have any effect to the aircraft on the ground. As soon as aircraft ist airborne rudder works.
All is setted correct and on flight controls Page rudder shows correct Inputs.
Any idea what the Problem could occure?

No idea what could cause this problem?

have you set the pedal disc, may be this command is on ...
if yes look to release event....
this is the only one parameter who affect the rudder on ground.

I have checked again settings. Never changed them and in previous versions it did work. Never the less I deleted action and set it up again.
Now I got the rudder working, but very very less reaction.
Is there a seeting to increase reaction on the rudder?

You also need a release action in the pedal disc button.

As for the actual action, there may be some settings to change in fmgs server\perf\cfm\aircraft.ini that you can play with but that's not easy
