FSUIPC offsets for ext lights

-Added FSUIPC offsets for querying exterior lights status

Found this in the release notes for B 60.0.5.
Does this mean, that the new JL exterior lights are now visible during online flying?

No. This just means that you can read the offsets to get the "new light status".
